Remember Leovold, Emissary of Trest in EDH and how it was banned? Well here is the same idea in Oathbreaker but in mono blue! Use Narsets static ability to prevent others from drawing multiple cards for a turn while you are controlling the board and using Windfall effects to mill them out.

Now how do we abuse this play style? With a whole load of draw cards. So we have to have a benefit for that as well right?

Chasm Skulker and Psychosis Crawler work excellent with wheel themes and are the alternative win cons. Library of Leng is so I keep my cards while others ditch them. Elixir of Immortality and Psychic Spiral are in just in case you nearly mill yourself out, while Ensnaring Bridge , Silent Arbiter , and Crawlspace are in for some pillow fort action.

This is my first Oathbreaker deck and why not break the format right out of the bat!
