I run a pretty similar deck, linked here: Guttersnipe
In my experience, the Snapcaster Mages aren't as relevant as you'd think, and there are definitely better cards that could take up their slot. Same thing goes for the Invisible Stalkers. For additional creatures, I find Talrand, Sky Summoner and Goblin Electromancer to be much more powerful choices.
In playtesting my deck, I've found that Mizzium Skin is shockingly one of the best cards in the deck. It saves your creatures from removal, activates Guttersnipe, activates Talrand, turns your 2/2's into 2/3's for a combat trick, and its overload only costs U with an Electromancer out.
I also think you should add more Think Twice. The Hands of Binding is a nice touch in this deck, but I think you need more evasion to make it work. Talrand's drake tokens are good for that, or you can keep the Invisible Stalkers.
Another comment I just remembered:
One thing I really like about this deck is its strength in multiplayer. Each Guttersnipe trigger is 4 damage, and 2 cards if you have Curiosity on it. Cyclonic Rift and Mizzium Mortars also get absurdly better in multiplayer. In a 2HG match, you're doing 4 damage with each trigger of Guttersnipe.
It's not as insanely good as multiplayer Extort, but it's still pretty fantastic.

Why do you not run Dissipate? It doesn't look like you will have any trouble getting the double blue.
