This was my starting point for a fresh EDH elf deck.

*current version listed above is for an EDH budget league with three additional construction rules:

  1. Total Deck Value under $100 based on TCG prices.

  2. No one card can be worth more then $10, unless it's your commander.

  3. Commander Value counts toward total deck cost so choose your commander carefully.

My initial plan, before joining budget league, went along the lines of:

  1. Buy "GUIDED BY NATURE" EDH precon

  2. Do some easy budget swaps: (* = 1st Priority for replacement in my opinion)

Now...

  1. Upgrade your Ramp... replace as much of your ramp as possible with more effective ramp and/or creatures that can tap for mana (elves are the best mana dorks for this deck). Try to make ramp choices that fill same mana cost as the card they replace or that come in sooner. Such As: Arbor Elf, Wild Growth, Weirding Wood & Cultivate

  2. Some Alternative Land ideas for any of the starting lands you don't like might be Okina, Temple to the Grandfathers & Pendelhaven But I wouldn't worry much about this part because it can often cost more then the effect it will have on your deck. When you are ready, start looking for lands you like with in your budget and gradually replace the ones you don't. Be careful not to get rid of too many lands that make green mana for lands that don't.

  3. Last step is to playtest to find out what you like and don't like about the deck. get rid of cards that don't do much with your play group and replace them with a theme or cards you do like. I generally added a lot more ramp that I can plan in the 1st two to three turns while taking out some of the slower or one off token stuff. I then replaced my anti flying suit with a bounce & untap suit for my elves with come into play stuff & dorks that tap for mana. I keep my Anti Flying suit of cards near by just in case I play at a store that I know runs lots of flying creatures. Another option swap I did because I have a lot more little elf dorks in my deck instead of token making effects was to replace the hero type cards (simple creatures without much utility but can get big big or make another critter big) with elf lords to make all my turn 1 through 3 mana elves into monsters with cool tricks.
