Use Summoner's Bond to summon Lieutenants of the Guard from Ballot Broker and vice-versa, getting more and more tokens and counters. Search for Followed Footsteps (with Smuggler Captain or Diabolic Tutor), then drop it on your Lieutenants of The Guard to get a slowly growing mob each turn. Make them indestructable on attack with Adriana's Valor, and have them explode into three zombies each with Rank and Vile. The Footsteps tokens don't summon Brokers as they aren't cast, but no deck is perfect. (Custodi Peacekeeper is 7, BTW)

Sadly, is far too slow to survive two player, and too threatening once you get your combo out to survive multiplayer. All in all, a decent draft for cards but a terrible one for a deck. Awesome, but impractical especially given the Guards lack flying or trample.
