Pretty interesting deck... Have you considered running an Aether Hub or two? Sure you can only tap it for a color 1 time on it's own, but that will up your chance of getting an Authority of the Consuls out turn one... Admittedly it's a very small difference... around 2%. However if you were to do something crazy like swap 1 swamp and 3 forsaken sanctuaries for 4 you could increase you chance of casting it on turn one by almost 10%... assuming you are willing to mulligan once. It could cause mana problems later, but it is unlikely that it would (probability wise).

orion I have considered it, just because I have such a large percentage of my mana base that comes in tapped. Unfortunately I only have one playset and it currently resides in an energy burn deck where it is far more useful. I definitely agree with your assessment, though.
