This is exactly what it looks like. An Elf Ramp deck that can fire off a huge Genesis Wave and dump most of your deck onto the table.

Since most good Mana Elves are Druids, this is also a Gilt-Leaf Archdruid deck, and your Elves all replace cards in hand. Stealing all of the lands... Unforgivable!

Since you are tapping a lot of Elves for Mana anyway, this is also a Throne of the God-Pharaoh deck, too. Just tap away and bleed your opponents while untapping every turn with Quest for Renewal, or simply win through combat with Ezuri, Renegade Leader. You may also throw Regeneration shields on all of your other Elves with Ezuri, protecting them from most mass removal spells.

Helix Pinnacle for the Mana dump auto-win, if they don't die to Throne of the God-Pharaoh or combat first.

The Cycle lands are Mana dumps in case your drawing them and already have plenty of Mana.
