I don't care what you say, Dictate of Kruphix is one of my favorite cards from the Theros block and I've just been dying to push it somewhere. I also happen to love the silliness of giving everyone more cards, so here it is.

This deck wins, in theory, through a slow mill of the opponent as they are forced to draw every card in their deck. We survive through a few selected fog like effects and some spot removal (yes, it's turbo fog). In an ideal world you're able to drop a T2 Energy Field followed by a T3 Howling Mine or Dictate of Kruphix and then start buying back a Constant Mists until you get an advantage. Our deck is constructed to thrive in the new conditions of draw more than one and is designed such that nearly everything we're doing is three mana or less (the opponent, presumably, is looking at hands full of cards that can't all be cast).

Anyway, here's my reasoning behind the card choices I've made.

Draw/Mill Engine

  • Howling Mine... I think we all know how this works. Draw two a turn isn't going to mill you that quickly, but... If we're drawing two I'm going to find more mines and suddenly you're drawing seven every turn.
  • Dictate of Kruphix... A second Howling Mine effect and cheaper than the Font of Mythos that you may be accustomed to seeing here (though the may be hard to accomplish on T3 at times.
  • Sphinx's Tutelage is (hopefully) right at home here. If we're drawing 2-5 cards per turn fairly regularly, they're milling 4-10 minimum. Pretty sweet exchange rate.

CYA choices (cover your ass)

These cards are here to help us survive since the opponent is literally going to see every card in their deck.

  • Swords to Plowshares just in case there's a pesky creature that does something we can't deal with
  • Arcane Denial because it is a two mana hard counter with a drawback... for the opponent. Typically its "opponent may draw up to two cards" clause is a drawback for us, but in this situation we want them to be drawing cards. Sure they don't have to, but if they don't then we just got away with a less mana restrictive counterspell that also draws us an extra card. We save this primarily for back breaking non creature spells, as creatures don't bother us with Constant Mists.
  • Silence... Cast this on opponents upkeep when we're each drawing five cards a turn and force your opponent to discard a ton at the end of their turn.
  • Energy Field a two of because I love it. Eventually it dies to our discard, but if it can last three to five turns while we hit land drops and enchantments, then it has more than paid for itself.
  • Constant Mists is killer with its buyback ability. There's nothing quite like watching a suspended Restore Balance tick down while you constantly buy back Constant Mists, knowing that when the balance is restored you've trapped your opponent at a ridiculously low number of lands.
  • Restore Balance plays well with everything we're doing. We'll almost never have more creatures than the opponent and we don't really need more than three lands, so...
  • Feldon's Cane helps us avoid self mill, as does Ulamog, the Infinite Gyre . Ulamog I like because he can just chill in my hand until I'm in danger of self milling and I can elect to discard him at my end step. After a summer bloom or two, it also becomes viable to hard cast him as a win con (though this is super rare)

other things that help us win

  • Jace, Memory Adept 's +0 helps speed up our main mill win condition
  • Kiora, the Crashing Wave is in our colors and we should be able to protect her long enough to get off her ultimate. Also she's my second favorite theros card.

The mana base is obviously not ideal but budget, etc.
