I played mostly in the tempest and Urza blocks, I left because i got fed up with standard and I got back into magic around Zendikar when people near me started playing more eternal formats. This was the first EDH deck I made on a "budget". Most of the cards here that are over a dollar I had laying around in my bulk binders. The only thing I spent any real money on was the Staff of Domination. So while it's not technically "budget" for me it was. It's build on a joke deck you can find here: I got 99 Forests but a...Gardener ain't one?. Most importantly though it actually works...after a fasion Your Commander is a giant target but you only need to keep him alive long enough to get off 3-4 elementals of unusual size to quickly stomp people. You have no board wipes, no removal and no "Answers", the only thing the non land cards are meant to do it get you more lands, or make more big creatures that your lands make bigger. Maze of Ith keeps you alive and are the only things you could call "strategic" in the deck.
