An attempt at making a reasonably strong semibudget mono-blue control deck.

This deck revolves around squeezing value out of flash creatures with etb's and bounce effects to lock the opponent out of their turns with counters until you can shut off their mana with repeated Mistbind Cliques via Crystal Shard or Quickling.
