Should I run Noxious Revival? And if so how many?

This deck wins by playing spells to pump, protect, and allow your creatures to deal damage. To be able to kill your opponent turn 3 you need either a Kiln Fiend or a pair of Monastery Swiftspear or Blistercoil Weird out before turn 3. On turn 3 you play as many spells as you can. Each Lightning Bolt and Titan's Strength gets you 5-7 damage depending upon your creatures. You can also drop phyrexian mana spells for 2 life to get extra damage in. If they have blockers play an Apostle's Blessing or Distortion Strike to break through their defenses. Out of 25 playtests in a vacuum killed turn 3 12 times, turn 4 9 times, and turn 5 3 times due to mulligans and missed land drops. Budget deck without the lands.
