Thanks to magiceli's The Return of Scissors! and
magnetcrocodile's deck:masterwork-of-spite-inspired-by-madness for giving me the ideas to make a somewhat budget Artifact deck that can get you going somewhere.
--Both of the users' decks above are great and very usefully but for a starter or a person with a real budget of around less than $30 I have tried to make a deck that is good and still not too painful on the wallet.
--The total amount on this deck here is around $20. While the two decks above are around $40 each. Also the fact that I have not included as many cards may be a reason for mine to look more of a budget deck.
--While 2 of the higher priced cards Darksteel Citadel and Ensoul Artifact are needed the other cards in main and sideboards are a decent price for what they do and how you will use them.
--In the maybe section I see Dissolve as too much for the small amount it does, so I have Aqueous Form for Scry when needed and with the ability to Scry for each time the enchanted creature attacks I see this as better value.
--As for Hordeling Outburst this is good for magiceli's Chief Engineer

Combo, yet I see that it would just be as easy to be stopped by any counter spells.
-- For the creatures there is a big gap between Renowned Weaponsmith and
Juggernaut
so one or two
Sigiled Skink
either in the main or side to have some way of getting a few more creatures and more Scry to set up might be good but only for those situatuions.
--Lastly Stubborn Denial is a great cheap counter spell. only if either your opponent is out of mana or if you can get
Juggernaut
or Scuttling Doom Engine out, and by then you're either countering the counter spell to get them out or you're already close to winning.
--Now to play this deck is a good question. From taking the decks and making one for less wallet damage and still have a decent play. (I thank the two users again for the ideas and help.) I have made this deck with Anticipate and Aqueous Form for Scry to do the best to get the cards you need.
-- Use Ensoul Artifact to get 5 damage with Ornithopter M15 Or Darksteel Citadel
-- Aqueous Form use this for Scry and to do damage to the face
-- Shrapnel Blast should be used on an artifact creature ONLY AFTER you attacked with it, and if used with Scuttling Doom Engine can have a total of 17 damage, 6 if you can attack to face, 5 from Shrapnel Blast and 6 from its ability.
-- Ugin's Nexus may be difficult to use if you're not familiar with it but using Shrapnel Blast on it deals 5 damage and gives you another turn to do more
