Though the deck looks odd it works amazingly. Duskmantle Seer was one of my favorite underrated cards in the Ravnica block so this deck was designed around him. The CMC stays relatively low so that you do not kill yourself with seer. If the life total starts to dwindle, Vampire Nighthawk and Deathrite Shaman are there to increase it. Mainly the deck seeks to make sure the opposing player cannot keep their answers in their hand. Then you durdly kill them with Blightning, Rakdos's Return , Deathrite Shaman's (B)(T) ability, and creatures with Flying. Ponder and Brainstorm can be used to stack the deck so Seer doesn't hurt as much and the draw after his trigger is still viable. I have had a lot of fun with this deck Aside from the Liliana of the Veils I think the deck is pretty budget friendly as well. If you are looking for a budget build, I would suggest swapping the Lilianas for removal. I use her for that more often than the discard ability. (Even though both are used a lot)
