Do you want to play a control deck, but looks on in despair at the $500 price tags? Well look no further! Designed by a broke high school student with minimal financial support for his addiction to cardboard, this deck easily takes games off of any creature based strategies, while proving to be fun to play! Best of all, you can get a functional version of this list for less than $100 USD!

I'm usually an EDH player, so when I met a new friend who played modern, I though I might venture into the format. I looked around for some cheap control shells but nothing really caught my eye until I saw a Dimir deck using Dragonlord Silumgar as the win con by stealing your opponent's creatures. I made my own spin on the deck, eventually adding red to allow for more removal options, and here we are now :).
CREATURES

Dragonlord Silumgar: The main win condition of the deck as you steal your opponent's stuff. I swap one out for Keiga occasionally if Im playing against too much removal, and you can too. Silumgar's ability to steal Planeswalkers is rarely relevant in my experience, but it is fun to steal a Karn...

Baral, Chief of Compliance: I used to run 2 copies when I played Think Twice and Telling Time, but now I mainly play it for his cycling ability. .

Icefall Regent: Classic lockdown style card. It effectively shuts down a creature, and its passive screws with tempo and midrange a lot by making removing it harder.

Tasigur, the Golden Fang: The perfect card to screw with your opponent. His effect allows you to get a card back each turn to maintain card advantage, and Delve allows you to empty your GY of useless early game cantrips to force your opponent to return Counterspells and threats. Besides, it's a -cost 4/5. Whats wrong with that?

SORCERIES AND INSTANTS

Anger of the Gods: Early game boardwipe to beat back aggro. You can replace it with Pyroclasm if you are dying to tokens.

Crux of Fate Boardwipe that fits especially well in this deck because your creatures can dodge it.

Duress: Poor man's Thoughtseize-if you're not on a budget then play Thoughtseize. I like to use it before I play my Silumgar or Keiga to scout out and remove potential counterspells.

Lightning Bolt: All round good card. Kills Bobs , and allows quadruple bolts to the face as another wincon.

Logic Knot: Mainly playing this for the Delve ability. This gives you a means to filter your Gy for Tasigur.

Mana Leak: Cheap modern legal counterspell. Might replace with Remand if it doesn't break the $100 mainboard budget. This mainly screws with decks which play on Curve, but is also useful in a Counterspell war.

Opt/Serum Visions: Both are cantrips which allow you to control your draws. Opt allows you to avoid dead draws, while Serum Visions sets up your future turns so you don't draw 4 lands in a row against aggro :3.

Silumgar's Scorn imo the best modern legal counterspell for this deck. Essentially a counterspell most of the time, or a Force Spike to mess with your opponent's early game.

Terminate: Unconditional creature removal-only problem is the dodgy mana cost (but I always seem to be able to cast it no problem).

OTHER PERMANENTS

Search for Azcanta  : Pretty much a free Opt every turn from as early as 2, and the flip side is even stronger as you get access to the top 4 cards.

Nicol Bolas, Planeswalker: Your win con against creatureless strategies. Blow up a few lands and make them sac the rest with the ultimate.

Haven of the Spirit Dragon: Allows you to bring your Silumgars and Keigas back.

Field of Ruin: Land hate against Cavern of Souls and Inkmoth Nexus

Izzet Staticaster BECAUSE F$&K Lingering Souls!

Pithing Needle Standard sideboard tech.

Sowing Salt Beats Tron and any deck running that god-awful Celestial Colonnade.

Relic of Progenitus Graveyard hate. Also useful in emptying your own GY for Tasigur.

Spell Snare Beats Jund as it kills Goyfs and Bob. It is also useful against 2-mana counterspells in Counterspell wars.

Vandalblast. Artifact hate.

Jund/Midrange/ any creature based strategies: This deck is designed to beat this kind of deck, as you can make them lose tempo with your counterspells, while locking them down with Icefall Regent and forcing them to waste turns dealing with it. Unfortunately I don't see too many of them...

Bogle: NOPE NOPE NOPE SCOOP CONCEDE runs away

Control Mirrors: Just don't let them resolve any Lingering Souls and Creatures, then cast Nicol Bolas to clean up as soon as they tap out.

Aggro: Should be fine. You have a lot of Board Clears and it shouldn't be too much of a problem.

Blitz: Quite hard to deal with because every card in the Blitz deck is going to hurt you, and you usually have to spend 2 mana dealing with 1 mana spells and creatures.

Goryo's Vengeance: Should be an easy match. Game 1 you're looking to counter any put-onto-battlefield effects, and Game 2 you board in Spell Snares and Needles to nullify Vengeance into Griselbrand.

Tron: Should be fine. Just blow up their tron lands and steal/counter whatever comes out.

Further playtesting showed that White is actually pretty bad, so I've turned to Grixis for the access to bolt, as well as Nicol Bolas for another win Con.
