Sideboard

Sorcery (2)

Enchantment (1)

Artifact (2)

Based around Ephara, blending a W/U heroic deck that was heavily Theros with some goodies from the RTR block and of course Born of the Gods. As it is, it has some answers against the three major decks right now in the meta (Blue Devotion, Black Devotion, UWx Control), but with the sideboard it can be honed to answer each one much better.

Mainboard:Synergy between Ephara, God of the Polis + Precinct Captain's triggered ability, especially if it has evasion when enchanted with Aqueous Form or Ephara's Enlightenment.Ephara's triggered ability is also great with Heliod, God of the Sun's cleric token ability. Mid- to late-game leaving 4 untapped makes your opponent think twice about dropping a fatty creature (remember this is W/U), then at the end of their turn, you can pop out a cleric and draw an extra card during your upkeep. Great mana sink late game.

The number of enchantments in the deck (19!) also boosts Ethereal Armor, which also trigger's the heroic abilities of Favored Hoplite and Fabled Hero . Gods Willing was chosen over Brave the Elements because it targets the heroic creatures and the scry is nice to ensure you are drawing creatures to trigger Ephara. Granting protection also functions similarly to a counter spell when your opponent casts removal, which is the biggest threat to the success of this deck.

The land count is lower than most standard decks due to the amount of scry that is available from Gods Willing , Temple of Enlightenment, and every turn from Aqueous Form. Also, the curve is pretty low and the most expensive spell is only a 4-drop aside from a single Elspeth, Sun's Champion. If you want to suggest a couple cards to cut to make room for more land, I'd be happy to hear suggestions.

Sideboard:The extra Detention Sphere is to deal with indestructible creatures, planeswalkers, or decks that use multiples of a permanent like Pack Rat or tokens. The Negate are to protect my creatures from removal in control or burn heavy decks. Pithing Needle is the only answer against AEtherling and also shuts down planeswalkers immediately.Revoke Existence is great for removing Gods or pesky artifacts like Whip of Erebos in a devotion deck.Rootborn Defenses is solely there to counteract board wipes, especially the uncounterable Supreme Verdict, which absolutely wreck this deck. Finally, I took someone's suggestion to include a few Rapid Hybridization to deal with threats that are pro-white, like Blood Baron of Vizkopa and Stormbreath Dragon, which are otherwise a huge problem to deal with. a 3/3 frog? No biggie.

Updates Add

Based on some play testing and some astute feedback, here is the new build. Please let me know what you think.

With this build, the Gods (Epahra & Heliod) regularly come in activated on turn 4.

Turn 1: Favored Hoplite {W}

White count: 1, U/W count: 1

Turn 2: Either Precint Captain {W}{W} or buff Favored Hoplite with Ethereal Armor {W} and Aqueous Form {U}.

White count: 2-3, U/W count: 3

Turn 3: Depending on the board state, either a Detention Sphere to head off danger, a Fabled Hero for more board presence, or an Ephara's Enlightenment to give your Precinct Captain flying so it makes its tokens. Any of these options contributes two more to devotion.

White count: 3-4 U/W count: 5

Turn 4: Drop that God!

Heliod makes your White count: 4-5

Ephara makes your U/W count: 7

At this point, the board is yours. Have fun!
