Budget mono-blue delver list I have mostly together.Stall with counters to win in the air with Delver of Secrets  /Faerie Conclave or close out with AEtherling.

Prognostic Sphinx /Jace, Architect of Thought are there to help me dig for answers.

Not too sure about my counterspell break down or if Runechanter's Pike belongs in there.
