Choice is a powerful thing, the illusion of choice maybe even more so.

When Tetsuko was spoiled I was enthralled, I knew I was going to build around her, I just needed the inspiration. The deck before you is a mixture of mono-blue papercuts, and cards based on choice. Be that modal spells, or just offering an opponent a choice.
