Deck that uses Chisei, Heart of Oceans' effect to use cumulative upkeep cards while only needing to pay their initial upkeep costs, hence the name "Un-Cumulative Upkeep".

When playing this deck it is highly recommended to dig for Eon Hub as it makes it so that you don't need to pay any sort of cumulative upkeep cost

If you want to make this deck more budget, remove Heidar, Rimewind Master, Rimewind Taskmage and possibly Snowfall if you don't think you need it, and replace all Snow-Covered Islands with regular islands - that can save you $36 at the very least
