Commander Project: Deck #3 - Talrand, Sky Summoner. Blue started out as a Tribal Fish Commander deck, but quickly became a mono-blue tribal deck of instants and sorceries. Full of almost 0 creatures, it relies on getting to turn 6 or so, playing Talrand, and then bouncing, countering, or otherwise messing with everything else that happens in the game. Make a ton of Drakes, win with Tokens.
