The theme of this deck is based off utilizing Counters and Wizards to control your opponents board. Counter their instants and creatures, if unable to counter a creature utilize one of the wizards to bounce their creatures back to their hands.

I am trying to keep this as a Mono Blue deck, utilizing wizards and counter. I also enjoy the fact that the price is very budget friendly. Any advice is greatly appreciated, to make this more effective. Thanks in advance.
