Budget friendly Zur "political" deck that's packed to the gills with Will of the Council, Tempting Offer, Join Forces, and Council's Dilemma cards. Goal is to ramp into Zur as quickly as possible, then swing at the weakest target and start getting enchantment value. If you're behind on lands, Land Tax as a first pull works pretty well, or if you're set on those you can start building up the Ghostly Prison/Propaganda pillow fort and force some hard decisions on everyone else. Tutors can pull up the Isochron/Illusion of Choice combo to ensure every vote goes your way. Ballot Broker and Brago's Rep give you extra votes, which can mean extra triggers for Council's Dilemma cards. Copy effects can hit those two in order to give even more votes. Statecraft can allow you to swing with Zur with no repercussions, at which point you can start throwing out Curses or Vows to get the ball rolling between everyone else. If you go that route, keep Chain of Vapors handy so that you can remove it once everyone's done beating on everyone else. Crescendo of War on top of whatever tokens you've been getting from temptations or curses can lead to a big, potentially game winning swing. Or you can just Filibuster the win with Azor's Elocutors.

This deck is super casual, but it's fun and explores some card types that aren't that prevalent. It's also easy on the wallet. If you want to make this super budget, just replace Mystic Tutor with a slower, more expensive tutor, like Demonic Collusion or Mastermind's Acquisition. Land Tax, while a nice first pull, can be replaced with Gift of Estates for the same effect (though you'll need to burn a tutor for it if you really need it). Expropriate is fun and devastating if we have extra votes, but you can win just by using Rite of Replication on the biggest thing out there and swinging with 5 of those for the same mana cost. Coercive Portal can also be replaced with more traditional removal. Sub out lands/ramp to fit your budget.
