I've had trouble coming up with a good Azorius deck that was both fun and effective. I included Noyan Dar, Roil Shaper in my Daxos of Meletis deck, and decided that shifting fully into a Awaken themed deck would likely be more effective.

This deck is very heavy on spells, very light on creatures (because your lands are your creatures). You can also generate creatures with Talrand, Sky Summoner . There are several man-lands which can also benefit from the +1/+1 counters that Awaken and Noyan grant.

Your board wipes intentionally effect 'nonland' creatures or permanents. There are a variety of effects that tax your opponents (especially for attacking you) and discount you (especially for casting instants and sorceries).
