I have done a LOT of testing, and this seems to be the best Sheoldred build possible, assuming 1v1 with American rules and ban list. Sheoldred seems to be the best mono-colored commander for this (counting the deck that be built around him, not just in a void), out of all I have tested.

I have the vast majority of the expensive cards already - only missing Mana Crypt, Ancient Tomb and Sensei's Divining Top for the expensive stuff.

Thanks to my buddy "Alem" from Starcraft for help with statistics and Phil from Fanatix for selling me cards at a discount rate - 30 dollars for Cabal Therapy, early set Tutor, Liliana Vess, and a Phyrexian Crusader, 40 dollars for a handful of good rares, and a 50 dollar Bob? You are collecting good karma there sir.

The game plan is effectively to prevent them from ever doing anything. Mass discard, mass draw, and spot removal. Sheoldred is the finisher - everything else is either there to bleed out the opponent or clear Sheoldred a path.

I realize that this might be better in other colors (I believe WUB Control, with Zur the Enchanter at the helm, is the best deck possible for 1v1 EDH). However, my budget, while large, simply cannot stand more than one color of good cards and the supporting manabase.
