A deck on Goblins built on a tight budget, I may be willing to spend some more money on cards but not 13 dollars a pop on Goblin Guides or 40 on Koth of the Hammer.
The basic plan is drop a 0 cost artifact on turn one and then Kuldotha Rebirth it. Then play Wardriver on turn 2 and Goblin Chieftan/Goblin Bushwhacker on turn 3 based on what I feel is more appropriate.
Hero of Oxid Ridge is there for a turn 4 drop as it adds significant power to the force.
