A friend and I are challenging ourselves to a budget deck building contest. Who can create an effective Modern deck with a budget of about $50?

I want to go a mono blue mill route. I think the potential is there to make a pretty oppressive deck with a limited budget, hoping to leverage pure mill force with some help from Jace's Phantasm and Hedron Crab to keep them at bay long enough to work the magic.
