A budget modern mono(ish) blue mill-control deck with so little land it's not funny.

With almost all the cards in the deck being single mana cards you can afford to run a much lower land count than a normal deck.

The deck works best while you keep up card draw to run through your library as fast as possible, then put everything in the graveyard back again using the Elixir of Immortalitys

The Profane Mementos give you the life needed to get free card draw from the Gitaxian Probes, while Visions of Beyond, Curiosity + Gudul Lurker and Infiltration Lens + Jace's Phantasm provide additional card draw

Pithing Needle and Hex Parasite let you deal with planeswalkers should they be encountered.
