This deck really just wants to do two things: draw a ton of cards, and use Kefnet like a giant flying beatstick. Mono-Blue isn't a traditional Voltron color but my Commander meta (such as it is) isn't very competetive so I wanted to try this out.

Does anyone have any suggestions for budget-friendly changes I can make? I'm really trying to get this deck as cheap as can be (every card over $1 is only in here because I feel it's absolutely necessary, except for Pact of Negation, which I already own) so mostly I'm trying to make sure the deck's mix of lands, ramp, and spells is roughly correct.
