Burn the Library

Modern Control Mill Mono-Blue

Ratty

Sideboard

Enchantment (2)

Planeswalker (1)

Land (2)

A control mill deck built around Sphinx's Tutelage by using supporting cards to drain the opponent's library.

Sphinx's Tutelage has a number of cards to trigger from in this deck. Sacrificing Vessel of Paramnesia to have my opponent mill the top 3 cards from their library, then draw a card which will trigger Sphinx's Tutelage for 2 more cards to be milled. A total of 5 or more cards will go from the library to the graveyard. Jace, Unraveler of Secrets +1 ability will also help trigger with milling 2 cards from Sphinx's Tutelage.

Reckless Scholar has two rolls to play in this deck. The first is to trigger Sphinx's Tutelage and the second is to help Manic Scribe get it's trigger Delirium ability.

The control aspect of this deck is the counter spells, especially Sweep Away . Opponent attacks with a creature, play Sweep Away to remove it from combat. It then goes on top of it's owner's library. Then on my upkeep if Sphinx's Tutelage is in play (or any card that helps with mill), I draw my card and that creature goes into the graveyard.

If Thing in the Ice   is in play, cast Talent of the Telepath remove one of the four ice counters on it. If I have spell mastery while casting it then I get to cast two sorcery or instant spells from the 7 cards revealed. That's three ice counters removed and 7 cards going to my opponent's graveyard, plus whatever instant or sorcery cards that I get to play for free that my opponent had.

This deck is built more on defensive than offensive as it's not suppose to attack unless Thing in the Ice   transforms. It limits what my opponent can play as their cards are removed from the library and sent to the graveyard or countered. Manic Scribe and Thing in the Ice   are mainly used to block the sniping of lower powered creatures. Also if both are out on the board and Thing in the Ice   transforms, Manic Scribe goes back to my hand to be played again and mill my opponent for 3 more cards.
