Summery

the main goal of this deck is get down River Sneak and though Curious Obsession on it and getting in for two or three damage in at a time. drawing cards with every hit. Once River Sneak is on the battlefield every Merfolk that comes down is an extra point of damage.
Seafloor Oracle Chart a Course and Silvergill Adept are more card draw.

pros

As a hole Merfolk is a strong tribe that can present a lot of damage in the early game and keep the pressure up into the mid game. They race well with other aggro Decks like Mono Red Aggro, Abzan Tokens, and Mardu Vehicles getting even better after side boarding with naturlize for Mardu Vehicles and Yahenni's Expertise for Abzan Tokens

Cons

The hole deck is admittedly soft to Fatal Push and sweepers like Fumigate. Kopala, Warden of Waves helps abit but game one against blue black Control, U/W Approach and Esper gifts will be mostly unwinnable baring Variance. After Side Boarding the game becomes alittle more interesting Nezahal, Primal Tide Negate Duress and Lost Legacy
