Basic budget Urza that is utilizing Dramatic Scepter (Dramatic Reversal + Isochron Scepter ) but not Sensei's Divining Top. It instead depends on either building up a massive army of artifact creatures, or utilizing Future Sight and Urza's third ability to shuffle the deck for value (Aetherflux Reservoir, etc.).

This deck is inspired by the budget builds @ Commander's Quarters (http://www.youtube.com/channel/UC-w5MNByr4SNy3z2232sj0g), and it follows Mitch's reasonable upgrades build with some slight tweaks to better match it up with my playgroup. Enjoy!

Edit: Ultimately I retired this deck due it either spinning its wheels even when I wasn't activating Urza's ability, or it would do nothing and/or get bullied out. Could this have been addressed by adding stax pieces? Most likely, but I'd rather look to another mono-blue commander who will be more fun to play and play against.
