Sliver deck I made, not wanting to spend too much money on building it while still having something that is effective and fun to play. Depending on where you buy the cards, the whole deck cost ranges from about $70-$80. Suggestions for cost effect upgrades/downgrades welcome!

Swap Options:

Ancient Ziggurat --> Rupture Spire

Not coming in tapped and giving us mana of any color to cast our slivers, Ancient Ziggurat is a great land for this deck. However, at prices ranging from $7-$10 it can be a little pricey for a budget deck. Enter Rupture Spire. Far cheaper price to get mana of any color to cast ANY spell, but at the serious drawback of both coming in tapped AND effectively costing . Rupture Spire is certainly better for budget but runs the risk of seriously slowing down tempo if drawn early game.

Forbid --> Any other Counterspell type card

I personally like Forbid because of its buyback ability, but if needing a slightly cheaper alternative you can swap it out for any other spell that can counter. Since this is a five-color deck, you could also look at swapping in any one of modal charms (like the included Bant Charm) for more flexibility.

Door of Destinies --> Stoneforge Masterwork

It's like Coat of Arms but only for one of your slivers. Pretty cheap, though.

Homeward Path/Sliver Hive --> Mirrodin's Core/Cascading Cataracts

Sliver Hive made sliver decks popular again and Homeward Path is great insurance against your commander getting stolen by an opponent (his second ability isn't nearly as fun when it's being used against you). As such, they're both great includes in this deck. But, nevertheless, this is meant to be a budget deck and it you MUST swap them out for something cheaper, Mirrodin's Core and Cascading Cataracts are both decent and cheap lands that I was already considering adding in. Really though, just swap in whatever lands you have that you feel would work in a five-color deck.

Sliver Hivelord --> Any other sliver

Sliver Hivelord is an integral part of this deck. Indestructibility for all of your slivers (tutorable by your commander) is something too good to pass up. Although this is one of the most expensive cards in this deck, it's one of that last I would suggest replacing. But, if it's simply not budget enough for you, switch it out for any other cheap sliver that you think might be useful. If you DO cut him though, I would also suggest maybe going through and cutting out a couple of the extra "destroy all creatures" wraths too, as they were added in with the hope that they could be used as a one-sided board-wipe with Hivelord on the field. Another option, if you're not too keen on giving up the indestructibility, is to make Sliver Hivelord your commander and cut Sliver Overlord instead. I would really only suggest this if you think you would pilot the deck in a more control-type style, as Overlord is just all-around a better and more flexible commander.

Anything --> Sliver Queen and Sliver Legion

All four of the legendary slivers are very much worth including in any EDH sliver deck. However, these two are significantly more expensive than the two already included. If you have the extra cash, they would be one of the best, most obvious upgrades.

Less useful spells --> More useful support pieces

These can be cards that make your slivers even beefier like Coat of Arms, or cards that create small combos to pump out slivers like Paradox Engine, Mana Echoes, or Intruder Alarm.

Lands --> Better lands

Sorry if this is a little vague, but if you have any experience with five color decks you probably understand what I'm talking about. The tri-lands work fine on a budget, but if you're looking for a good stable mana base full cycles of shocklands and fetchlands are where you'll find it. Definitely a tad pricey, however. Along those same lines, some better five color fixing will do great too, such as Chromatic Lantern and Coalition Relic.

Less useful slivers --> More useful slivers

Once again a little vague, but I'll include a list of suggestions after. As you play the deck as it is, you may be finding while some of the slivers have cool abilities they just don't actually help you along that much in the game. Maybe scrying your opponents' libraries is fun but rarely useful, or whenever you have enough slivers to swing for 10 poison counters you would win anyway from normal damage, or you never want to pay 2 mana for 4 life, or you find that some slivers just have too high of a mana cost for their abilities. Figure out what slivers just don't do it for you, and swap 'em out.

Some good slivers excluded for budgeting:

Also, if you're looking for some more specific upgrades (more on budget), check out the version of this deck that I currently run: The Hive's Dominance. It started out as the extreme budget deck you see here, and I've been slowly upgrading over time.

Please remember to leave a +1 if you like the deck, and if you're interested, check out my upgraded version of this deck that I currently run:
