Originally named for its inclusion of Mesmeric Sliver as the prime focus of the deck, it quickly evolved simply into a mill strategy, that utilizes slivers. Prophet of Kruphix gives you the ability to make use of Screeching Sliver during your turn, and Telekinetic Sliver on your opponent's turn, all the while keeping mana up for more slivers, with the card advantage coming from Dormant Sliver.

The deck can easily be made budget by removing the fetches and shocks and still be functionally the same but with marginally less consistency in color-hitting and drawing, so if you're tight for cash, basically just ignore any lands not named Sliver Hive.
