This is a Brago, King Eternal infinite combo deck built around blinking your creatures and artifacts until you kill the table with Sol Ring + Strionic Resonator and a free blink from Brago.

Use Inventors' Fair, Enlightened Tutor, and Fabricate to get yourself the Sol Ring and Resonator. Panharmonicon makes surviving and using Brago's blink easier and more effective pre-infinity. Other than that, you'll be wanting to draw cards and scry as often as possible, so take advantage of Jace, Unraveler of Secrets's scry and find yourself the combo artifacts. You'll also want to be as unassuming and un-threatening as possible early game, and there's hardly a better way to do that than with Ghostly Prison, Authority of the Consuls, and Propaganda to build yourself a nice fluffy pillow fort.

Mainly, you'd be doing this to blink yourself infinite mana with Basalt Monolith or Gilded Lotus and wipe someone out with Blue Sun's Zenith, or use that mana to draw yourself cards with Mulldrifter or Ichor Wellspring and cast everything you draw. Other than infinite mana, you can just blink artifacts like Spine of Ish Sah to completely wipe the field anytime anyone does anything (except your side of the board), Staff of Nin to just outright kill everyone, and Altar of the Brood to force everyone to mill their whole decks.

Other than the infinite blink combo, you should do your best to make good use of Brago, King Eternal's ability every turn possible. This is a lot easier to do if you put Whispersilk Cloak on him, which will guarantee one free hit and blink every turn. Use that to take advantage of the deck's creature abilities and annoy your enemies with them.
