This plays like any other Brago EDH.

I threw this together on the cheap, so none of the really expensive stuff. (Gilded Drake, Tundra, etc. The cards over 5 are cards I had already. I bought the Blue Commander Peer Through Time on release. Spent 40 bucks to turn it into this)

If you can turn 3 Brago, and Turn 4 Parallax Tide, its a pretty decent early lock. Its an amazing lock if they played a Karoo land turn or 3 (the 2 producing lands that come into play tapped but bounce a land): this is how it breaks down

T2: Brago. PassT3: Parallax tide, remove 2 counters from it, exile their Karoo and another land,Attack with Brago, Flicker P. Tide their lands come back into play. The Karoo has to target the remaining land, bouncing it to their hand.Remove 2 counters from P. Tide, exile the land again. pass.T4: Do it again.

I locked my buddy out for 6 turns with that combo.
