So I was very impressed by Pacman97edition's Blugro, competitive mono blue post bfz, and I thought about a possible improvement with Oath of the Gatewatch.

I liked Dimensional Infiltrator for its flash ability. That way we could keep a counter spell up and still develop pressure for next turn. An improvement over Stratus Dancer which would just be a 2/1 flyer most of the time. Now, I wanted to use the Infiltrator's ability to return to hand when being wrathed without a counter answer. That would need me to include Shivan Reef, then I came to Warping Wail as a great sideboard card and then I thought, heck :O, someone suggested Eldrazi Skyspawner as an alternative to Pacman's Shorecrasher Elemental . Then I remembered Ruination Guide and the deck was born.

We are an aggro deck with counter utility and some tricks and we want to come out early versus the overall slower decks of the format. We can cripple decks by countering key spells such as Collected Company, and be really oppressive with cards that provide a bonus in power.

We have a better War Horn : Ruination Guide , with a body which is copyable with Mirror Mockery and also provides a bonus when not attacking.

We can keep up counters, we can attack next turn if we didn't need to: Dimensional Infiltrator . (This can also protect itself from a wrath, woooow)

We've got cyclers and drawers that provide early beats with Ghostfire Blade : Salvage Drone , and Faerie Miscreant as an evasive creature.

I understand Harbinger of the Tides is a bit of a nonbo but its ability is too good to pass up. It also works wonders again with Mockery.

We lose some evasion compared to Pacman's version, but we up the beats drastically with all-star Ghostfire Blade .

We also get good sideboard options with the sacrifice of a little pain from painlands to play colorless spells. Warping Wail is a small versatile miracle. It can hit aggro, counter some key control spells including wraths and provide us with a body or ramp if needed. Reality Smasher is just a good one-of versus control or grindy mid-range match-ups where you're gonna go long and need some PUNCH.
