Classic Mono U Control, with a medium-ish budget of $60.

Typically, the biggest problem for Mono U Control is dealing with creatures; there aren't many effective removal spells in blue, after all. Most U decks these days play Thing in the Ice   to remedy that, but from a budget standpoint that's fiscal suicide, so this deck uses Engulf the Shore and Devastation Tide instead. The basic plan is to manage the early game with counterspells, use those bounce-sweepers to deal with any creatures that sneak through, and then use Torrential Gearhulk to finish the game while the tempo is in your favor.

Of note is the Deprive and Mystic Sanctuary kind-of-lock. They loop infinitely (though you'll only re-draw the Deprive every other turn) which can be useful in control mirrors.

This deck will likely not win too often against most moderately competitive decks (mostly because it doesn't have Thing in the Ice  ), but it'll probably rock your local kitchen table Magic scene.

How to upgrade, in order of greatest to least importance: Thing in the Ice   (will require a slight shift in gameplan; more cantrips, a slightly lower curve), Cryptic Command, Snapcaster Mage. After you get those three you can honestly play pretty much anything (within reason) and the deck will work fine.
