The Azorius Merfolk decks uses its card advantage and Merfolk lords to make your creatures large and to overwhelm opponents. Your Judge of Currents give you tons of life and your Merror Reejereys give you control of the battlefield your. If your opponents wants to attack you, you don't care because you're at a ton of life, and if they do, you tap the rest of their creatures and just kill them!

Enclave Cryptologist and Silvergill Adept give you a lot of card advantage, and the Adept can be combined with Ojutai's Command to refill your hand out of seemingly nowhere.

Ephara, Noyan Dar, and Dragonlord Ojutai give you some options outside of the Merfolk theme and give you some card advantage and other avenues of attack.

Finally, with Darting Merfolk and several Merrow Reejers and Aozirus Chanceries give you infinite mana and the ability to tap down all permanents you don't control and untap you completely - with Judge of Currents, you can also gain as much life as you want. It's a little convoluted, but it is there and does happen which gives this deck potential to win out of nowhere.

This deck is a blast to play. You are never going to run out of cards and Aether Vial and Ojutai's Command gives you the option to bluff and outplay your opponents.
