I have brewed this deck, and have played a few times with it. (at xmage) and i really liked it.
-Cards Breakdown-
<-Creatures->
Erdwal Illuminator: He gives an additional investigate and combos with Thraben Inspector, if you have him at the battlefield and casts Thraben inspector, you get 2 clues and can do a good blocking (1/3)
Thraben Inspector:1 Drop, gives clues and can help with blocking.
Baral: He reduces the cost of sorcery and instants. and lets you draw and discard a card if you counter something.

Glimmer of Genius:a great draw spell at instant speed, and can cost only 2U with baral, you can cast it at turn 3 EoT of your opponent. and scry 2 before the draw can save you from 2 land draw.
Disallow: the best counter spell i have seen in a while, the versatility of this cards is really high, it can save you from a mindslave, smuggle's copter crew, aetherflux activaction, planeswalker's ultimate.
Metallic Rebuke:A great counter spell, with some clues, you can cast it for U.
Confirm Suspicions:a 5 cost counter spell inst very appealing, but it comes with 3 clues and with baral you can make it 2UU.
Engulf the Shore: Theres not much to say about this card, it saves your from aggro decks, its a great card and can save you from losing the game.

Reverse Engineer: draw 2 and can be cast early if you have enough clues.
Press for Answers: it delays your opponents aggro and gives a clue.
Baral's Expertise: can delay your opponent(can even be used against a mirror deck since it returns artifacts). and after returning can cast any spell in this deck.
<-Enchantments->
Authority of the consuls: helps against vehicles, aggro decks and saheeli + felidar infinite combo.
Trail of evidence: gives a clue for every sorcery/instant.
Mechanized Production: its our win condition, if you have 7 clues, the next upkeep, you win.
