I chose this commander because it seemed really interesting to me at the time and it is my first EDH deck as well. The more and more that I got into using Arcanis, the more I liked the deck. It gives me something that I barely had when I was playing Yu-gi-oh and Cardfight Vanguard and it was card advantage and control over the aspects of the game.
Arcanis does play similarly to Azami, Lady of Scrolls, hell, I put her in at one point in time, but compared to her, you don't have to rely on other wizards to be on the board to effectively work. For Azami, she starts off faster than Arcanis and wouldn't need anything thing that would give haste.
Niv-Mizzet, the Firemind is similar to Arcanis where he has the tap to draw, but is also similar to Azami where you only draw one card. Niv-Mizzet is better than Arcanis because he can trigger off of any draw you make, he is in an extra color, he has flying, and he has a 4/4 body. He's worse-off than Arcanis because if you're combo'ing off with Mind Over Matter, you're basically looting.
1. Ability to draw 3 every round
2. Built-in protection, though it's rarely used
3. Combos don't always focus on the general
4. You only have to put in the most necessary wizards
5. 3/4 body that can get around plenty of battles and effects
1. A 6 drop commander with triple blue
2. Can be slow on start-up
3. You can be teamed up against because you are the Mono-Blue deck
4. You potentially have to clean-up everyone's mess
5. Some combo pieces are expensive, i.e. Mind Over Matter
6. You have to wait a turn to use his effect

Pemmin's Aura is a mana intensive piece. My only use would be when it is on Arcanis and it would feel bad when I draw it too early or too late.

Training Grounds though really useful, wouldn't be useful in my deck. The only one that it would be useful for would be the commander, but the time that it would matter, I would rather have it in the command zone. I could also use the same mana for a counter spell if I needed to bounce back Arcanis.

Riptide Laboratory though, again, really useful, wouldn't be useful in my deck. The only time that I would use it would be for bouncing back Arcanis, which at that point, I would use counter spells.

Reliquary Tower would help, and I have thought about putting it back in, but the only times when I want to keep every card in my hand is when I like every single one of the cards in my hand, which rarely ever comes.
