"Those who seek to upset the balance must be taxed for such ambitions."

The aim of this deck is to hinder your opponents' ability to cast spells by increasing their mana cost, while at the same time lowering the mana cost of your spells. Chancellor of the Annex serves as the main beater and (hopefully) opening hand, and mid-late game spell casting hindrance for opponents. Grand Arbiter Augustin IV to further increase the cost of opponents spells and lower your white spells and blue spells by 1, and white-blue spells by 2. Warden of Evos Isle to help lower the mana cost of Chancellor of the Annex , Cloud Key to lower the cost of the spell type of your choice. Council of the Absolute is mainly there to help lower the cost of Dismiss into Dream , which combos with Azorius Guildmage to force opponents to sacrifice some creatures. Judge's Familiar as a turn 1 creature and an instant or sorcery counter. Mana Tithe and Mana Leak for more spell counters and/or mana cost increasers. Aura of Silence serves the dual purpose of increasing the mana cost for opponents' artifacts and enchantments by 2, and as an artifact or enchantment removal if needed. Ghostly Prison tax opponents for attacking, as well as Oppressive Rays , which also forces them to pay for creature abilities. And lastly, Mirror Gallery to stop the "legendary rule" allowing more than 1 Grand Arbiter Augustin IV on the battlefield, further lowering the cost of my spells, and increasing the cost for opponents.

Anyway, playtests have gone fairly well, but I could use suggestions for a better win-con than Chancellor of the Annex 's flying 5 damage. So, any help in that regard is greatly appreciated, as are any other comments and of course, +1's!

Key combos:

Azorius Guildmage + Dismiss into Dream

Council of the Absolute + Dismiss into Dream

Chancellor of the Annex + Warden of Evos Isle

Grand Arbiter Augustin IV + Mirror Gallery

Updates Add

In an attempt to make this more efficient at dishing out damage, I decided to forgo the Mana Tithe , Mana Leak , and Remand control aspect to test whether a more aggressive approach, and a little extra card draw, with Righteous Authority , Augury Adept , and Steel of the Godhead might work out better.

New Combos:

Augury Adept + Steel of the Godhead = +2/+2 unblockable lifelink and card draw plus life gain from drawn card's mana cost.

Chancellor of the Annex + Righteous Authority or Augury Adept + Righteous Authority + Steel of the Godhead for card draw and extra +1/+1 for number of cards in hand.

Please comment and leave suggestions on how to improve this deck. It's been fun to playtest, and sometimes really frustrating to play against. I really like the theme and direction it's heading in, but want to make it more competitive before I sleeve it. Oh, and +1's are nice and encouraging!
