Budget style Anax. The Phoenixes are sort of the engine to abuse his ability. Just yeet some fire birds, either at enemies or into the graveyard to generate tokens and amp up your devotion. Either kill with flying damage, commander damage (with some help from equipment), or a big burn spell late game.
