This deck is mainly built off of the The Scarab God stupid good second ability with zombies on the side. For anyone new to this commander, this exiles a creature card in a graveyard and puts it into a 4/4 body as a black zombie token. The reason this is really good is because it also keeps all the key text of the card. An example is if I exile a Vorinclex, Voice of Hunger from someones graveyard, all my lands now tap for any additional mana. There are several more reasons why this is good with Dimir colors.

One, this helps feeds into the gods first ability of filtering the top of your deck for what you want(and in late game, kill.) Second, to be able to steal any sweet creatures from your opponents once they die or are milled by this deck. Also, not having to pay commander tax most of the time is also pretty great. If this deck isn't ramping, scrying, flooding the board state with zombies, forcing your opponents to kiss their hand goodbye, then you kill with Torment of Hailfire.

Creatures

Baleful Strix-Its in this deck for card draw and the chance to become a really good chump blocker and is even better as a 4/4 flying zombie with deathtouch.

Burnished Hart-Its in this deck for ramp, and its also usually guaranteed because you need 3 mana to get it on the field anyway.(the synergy with Training Grounds is also really good.)

Consuming Aberration-This is in here to mill creatures or other important resources of the opponents. Can also kill late game if it some how gets in for a punch.

Crypt Creeper-This is a graveyard hate card, cause you want to be the only one to abuse the grave.

Faerie Artisans-Value, value, and more value. Enough said.

Ghoulcaller Gisa-Gotta find someway to swarm the board with zombies, this is usually a no brainer.

Gonti, Lord of Luxury-Having the chance to steal a game winning card from your opponent cannot be underestimated, or even taking a part of an infinite if your lucky.

Phyrexian Delver-More grave recursion is always nice.

Grave Titan-This pumps out zombies like no bodies business. It's A tier value.

Graveborn Muse-Need some card draw in this deck. Be wary, you can kill yourself with this card if not careful.

Gravecrawler-This is a zombie that will always stick around(unless exiled).

Gray Merchant of Asphodel-Sweet, sweet life drain. This buddy can either save your life and/or take others.

Noxious Gearhulk-Target creature removal that can also be reused.

Lord of the Accursed-This is a lord that not only pumps up zombies, but also allows the hoard to punch face.

Dragonlord Silumgar-This thing is mean, and with the addition of Panharmonicon it's even better.

Noosegraf Mob-This card begs to just split into a thousand zombies that it's great.

Overseer of the Damned-Target removal and another zombie generator.

Phyrexian Ingester-This helps gets rid of pesky creatures that would reshuffle graveyards.

Sepulchral Primordial-This is to abuse the graveyard even more. This is also a nice alternative to

The Scarab God s second ability because it exiles them, while this allows the creatures to be abused even harder.

Sidisi, Undead Vizier-Need your tutors. If this deck is black, then abuse that fact.

Geth, Lord of the Vault-This is another way to recur creatures(and artifacts) without exile. With a side of mill.

Solemn Simulacrum-Ramp and card draw all in one.

Undead Alchemist-This is meant as another win condition if nothing else is working.

Wonder-You know whats scarier than a hoard of zombies, a hoard of zombies that can fly.

Planeswalker

liliana, death's majesty-This is a really solid planeswalker for milling yourself, making more zombies, graveyard recursion, and a non zombie hate board wipe.

Sorcery

Army of the Damned-This card ends games. Getting 13 zombies with The Scarab God out is just disgusting. Even if this card was milled, we can still use it due to the flashback on it.

Part the Waterveil-Taking an extra turn with this deck is good for getting more damage and gives you more upkeep triggers.(I know that there are better extra turn cards, but this is a compromise.)

Diabolic Revelation-Play this card in late game, you can fetch usually 3-4 cards to end it.(combos really good with Cabal Coffers and Urborg, Tomb of Yawgmoth.)

Dread Summons-This card mills everyone so that you can get targets with The Scarab God second ability, and gets more zombies that also work well with the commander.

Lay Bare the Heart-This card makes sure that hands are never a safe place and can discard valuable cards that you can take advantage of.

Life's Finale-A board wipe and you can also fetch for creatures that you would want to abuse later on with The Scarab God .

Mind Sludge-HANDS SHALL NEVER BE SAFE.

Rise from the Grave-More graveyard recursion is also wanted.

Torment of Hailfire-Come on, just pump this to like x equals 20 and win. Also, praise be Nicol Bolas.

Traumatize-Play this instead of The Scarab God on turn 4 or 5 and watch your opponent panic as their win conditions are milled and you can use against them.

Toxic Deluge-Life is a resource, you gotta use it. Also a really good board wipe.

Deep Analysis-More forms of card draw, and is still useful in the yard.

Increasing Ambition-Tutors are sweet, they help make life easier.

Windfall-MORE!!!

Commander's Sphere-Ramp and possible card draw.

Dimir Signet-Ramp

Panharmonicon-2xETB=2xThe fun.

Hedron Archive-Ramp and possible card draw in late game.

Sol Ring-Every commander deck NEEDS Sol Ring, it is just too good to not put in here.

Swiftfoot Boots-Same rule for this, I might swap it out for Lightning Greaves at some point.

Talisman of Dominance-More ramp.

Enchantment

Leyline of Anticipation-Giving everything flash is pretty sweet. It leaves your plays to have a thicker layer of uncertainty for the opponents.

Liliana's Mastery-Both a lord and puts zombies in play? Sign me up.

Oppression-Wanna force your opponents to really think about their next move? Don't care for having a hand(neither do I), Then this is a card for you.

Training Grounds-Wanna use your commander second ability for a cheaper cost? If yes, then run this to use it for ONLY 2 MANA!!! This is a s tier card in this deck.

Instant

Ancient Excavation-Card draw and discard all in one. It can also be a land if in a tough place.

Capsize-Bounce anything nasty and possibly have it discarded away.(this can also be used on your stuff if you really want to be tricky.)

Counterspell-This commander is blue. It would be a crime to not include in a control deck, also technically puts stuff in the graveyard.

Cyclonic Rift-This is the best board wipe in commander...period.

Disdainful Stroke-Gotta counter them all.

Fact or Fiction-Card draw and discard all in one.

Murder-A murder most foul indeed.

Negate-Your opponents can sometimes rage quit after a game winning card was countered.

Reckless Spite-Gotta have ways to kill things, to then just bring back under your field.

Lands

Cabal Coffers-This is the land that accelerates your mana to stupid levels.(combo with Urborg, Tomb of Yawgmoth.)

Command Tower-An auto include.

Dimir Guildgate-cheap dual land for fixing mana.

Urborg, Tomb of Yawgmoth-This helps fix mana, and is the main combo with Cabal Coffers.

Watery Grave-More dual lands for mana fixing.

Drowned Catacomb-More mana fixing.

Suggestions

Updates Add

Black Cat ---> Phyrexian Delver I made this change because I wanted more graveyard recursion and to raise the mana curve a bit.

Beacon of Tomorrows ---> Part the Waterveil I just wanted a cheaper cost take an extra turn card.

Victimize ---> Rise from the Grave I most likely found myself not wanting to sacrifice anything on my board, and this also allows me to pull something from anyone's grave. So this is all in all, more flexible.

Unburden ---> Duress I wanted cheaper discard. Although this can't take creatures, this can remove an important card for the opponent.

Pull from Tomorrow ---> Deep Analysis I wanted a more reliable form of card draw, and this is still usable even if it does hit the graveyard.

Miasmic Mummy ---> Reckless Spite Needed more direct forms of removal.

Ashnod's Altar ---> Increasing Ambition Again, I found myself not wanting to sacrifice anything. More tutors are also pretty handy, and this one can also be used from the grave for more value.
