I forget where I first saw a deck like this but ever since I have been trying to get it to work and work well. The strategy is pretty straight forward; it is a reverse The Rack . Make everyone draw, deal damage when there is a lot of cards in their hand and disrupt them on the way so they cannot play anything. The key is to be as annoying as possible, this deck makes no friends.

How you accomplish this is by making everyone draw with cards like Howling Mine and Dictate of Kruphix . A good turn is a turn where you have effectively Time Walk your opponent. Silence on Isochron Scepter or a well timed Exhaustion comes to mind. Go after their mana base with Boom , Boomerang and Eye of Nowhere . At this point if successful each of you will be drawing a lot of cards every turn. Along the way play an Ebony Owl Netsuke or two. These are the real workhorses of the deck when it comes to damage. If you have multiple drawing engines on the table hit them with a Runeflare Trap for some nice burst damage and possibly the finisher.

The sideboard is mostly cards in case of rough match ups. An overly aggroy deck may need attention early from Vapor Snag and later mass bounce with Whelming Wave . The cryptic commands: may be on their way out, they used to be main board moved to side to make room as they put you in a situation where I would rather just play a boomerang and have mana open for a silence on their turn. Spreading Seas provide more land disruption and the remaining one offs are just there in case they are needed but could easily be Gigadrowse

This is very much a work in progress and I am not yet sure of the value of Lapse of Certainty as I have just added it and Silence will be testing it out in the near future. I like it because both deny your opponent from doing what they want. A Memory Lapse effect is powerful, more often than not sets them back a draw and maybe miss a land drop.
