Most of the Pir and Toothy lists I've seen so far have been grindy midrange decks revolving around Pir, but I believe that a much more powerful shell exists for this duo, centered around Toothy, and this line of text:

"When Toothy Leaves the Battlefield, draw a card for each +1/+1 counter on it."

Not "dies". "Leaves the Battlefield".

This means that when you blink Toothy, say with Siren's Ruse, a trigger will go on the stack for you to draw some cards. By the time that trigger resolves, Toothy is back on the battlefield and sees those cards you drew, so the +1/+1 counters go back on Toothy. If Pir is out, it gets even more insane. Since Toothy creates a separate trigger for each card drawn, Pir will see each of those as a separate instance of a counter being placed, causing double the +1/+1 counters! A similar trick exists when you clone Toothy, say with Phantasmal Image. The legend rule happens, and you choose to send Toothy to the command zone and keep the clone. Toothy's leaves the battlefield trigger resolves, and the clone gets more counters. Then you can recast Toothy from the command zone to repeat the process, sacrificing the clone this time.

Once you're doubling counters and drawing cards, you will eventually get a 21 power Toothy and a way to make it unblockable, like Rogue's Passage. Then you can start swinging for the win.

The best part is that if anyone removes your Toothy, you don't really care, because it lets you draw a ton of cards, and if you start running out of cards in your library, either shuffle some back in with Day's Undoing or Commit // Memory or just win with the trusty Laboratory Maniac

The rest of the deck is ramp, removal, counterspells, and a lot of wheel effects like Tolarian Winds to put a lot of counters on Toothy for cheap.
