This is a super-budget deathtouch deck built around Vraska, Swarm's Eminence. On curve, play Ruthless Ripper, Thrill-Kill Assassin, Grimdancer, and Vraska. Then use Doom Blade, Ultimate Price, and Pathway Arrows to clear out blockers and get in for +1/+1 counters. Foulmire Knight and Read the Bones give you card draw, Orzhov Enforcer, Isareth the Awakener, and Soul of Innistrad give you resiliency, and Sorcerer's Wand on a Vraska token gives you an immediate way to take out any other planeswalkers.

If you've got a couple of extra bucks, I'd sub in Viridian Longbow for Pathway Arrows, Gifted Aetherborn for Thrill-Kill Assassin, and at least one copy of Harvester of Souls for Orzhov Enforcer or Read the Bones.
