With a $5 budget, many surveil staples like Thought Erasure, Sinister Sabotage, and Discovery / Dispersal are beyond our reach. So, we're going to focus instead on low mana-cost cards and lots of card draw in order to maximize the number of surveils. Ideally, we want to play a Thoughtbound Phantasm on turn 1 and a Dimir Spybug on turn 2. We can then protect at least one of our creatures with Clout of the Dominus on turn 3 and start surveilling multiple times per turn. Dazzling Lights gives you combat tricks, Unexplained Disappearance helps with tempo, Price of Fame provides removal, and Notion Rain draws you extra cards. On the creature side, Barrier of Bones blocks, Nightveil Sprite surveils each turn, and Soul Diviner draws extra cards. Soul Diviner is especially sick once you have out multiple Thoughtbound Phantasm and/or Dimir Spybug - you can often surveil, set yourself up to draw another surveil card, surveil again, and then use Soul Diviner to draw and surveil a third time. With a second Soul Diviner out, it's not unusual to surveil four or even five times in a turn.
