Commander / EDH Aggro Control Merfolk Mono-Blue Tokens

Talrand, Sky Summoner deck. If I find this to be a deck I want to keep around I may put more money into it... Well, after playing it as few times I'm enjoying it, and I've put more money into it. If I can weather an early storm and hatred towards mono blue I have a good chance of pulling off my game plan.

Counterspells are no fun for anyone but me so I cut from 15 to 10. Increased my draw spells, utility cards and removal/bounce (not including counter magic) cards for my meta, but I think the tutors and enchantments I run could work in most anyones meta. if I play my game plan this deck functions as primarily blue aggro with a control element (as most decks with blue in them tend to do).

The Game plan is pretty simple: play disruptive (Counterspell and the like) or draw (like Opt) instants on opponents turn, make lots of drakes. Attack with afore mentioned drakes. The other win conditions are Stormtide Leviathan, it puts in work in the late game, and Rite of Replication for copying the best creature on the battlefield and protecting it with counter-spells. Not a whole lot to it, but I got in the mood to build a mono color deck so here it is. Open to any BUDGET suggestitions.
