Tatyova is absolutely broken. They're a direct embodiment of one of the reasons why Simic is so good: the powerful mixture of card draw and ramp as well as the abundance of the two within the colours. Turning all of your ramp spells into cantrips or even card draw spells is just busted.

So, enough about how inherently broken our general is (part of what can help her pilot a budget deck and give it a boost forward), let's break down the deck. I wanted to play into the value aspect of this strategy and decided to use Lab Man, Lab Man Jace, and Oracle as win cons. We essentially want to ramp out, drawing us cards and getting us ahead, and then dump that mana into giant card draw x spells and/or repeatable activated abilities that draw you cards which will get us into Lab Man territory. Zendikar's Roil and Rampaging Baloths can also win us the game but I originally just put them in to generate blockers.
