I saw an awesome Sliver deck on this site named "Xenomorph." It influenced me and inspired me to create my own Sliver Tribal deck. I am very happy with the outcome.

In terms of play thee things in particular should be noted:

1) Citanul Flute: This is helpful to get out asap.

a) Once this is out the first card to find and place in your hand is "Sliver Hivelord." On your next turn you will be able to play it, making all of your creatures indestructible.

b) Sparing unique situations, such as desperately needing flying (Galerider Sliver) or having a specific creature that is causing you trouble (Telekinetic Sliver or Necrotic Sliver), the next creature to pull is "Sliver Legion," making every creature you have out an absolute beast in power and toughness.

c) Again, sparing a specific need, the third card to pull and play will be "Battering Sliver," giving all your now indestructible and high-powered slivers trample. From there, you can just use "Citanul Flute" once to turn to pull out any creature of your pleasure. Effectively giving you the power to draw an extra card, and any card of your choosing, per turn.

2) Doubling Chant: This can be used in various ways depending on your scenario. The best way, assuming it works in the specific game scenario, if after you have at least 5-8 different sliver types, which is easy since there are 13 different sliver types (not including the two legendaries and Battering Sliver). If you already have Citadel Flute out it also makes it extra easy.

3) The reason there are so many duel mana Swamp land cards is to aid "Sedge Sliver."
