So this will be the 2nd Deck I will have created, as well as this being the 2nd week that I have been in Magic. I am thinking about making a Deck a week (not that I will build every deck on paper, but I will most likely build this one on paper).

The Premise of this build is setting up a mill combo to win, or if I can't get the combo, then to just mill them out slowly. I originally thought of this build after seeing Fraying Sanity and Minister of Inquiries and thought why not? It looks fun, I think.

(Just for this example, the combo will only be if One of each card was on the field, if there are more than one it's probably game over for the other guy. This combo, if you cast creatures previous round, would cost only 6 mana, 3 of which are U. Could cost only 4 mana, 2 of which are U, if cast Enchantment previous turn)So, IF, I can get the cards out the combo would be as follows:

Step 1:Tap Minister of Inquiries, pay 1 Energy.Sends top 3 cards of Target Player's Library to Graveyard(3 cards)

Step 2:Tap Vizier of Tumbling Sands to untap Minister of Inquiries. Repeat Step 1. (3 cards)

Step 3:Cast Winds of Rebuke, return Minister of Inquiries to my hand, each player sends top 2 cards of their libraries into their graveyards. (Next turn cast Minister to get 2 energy back to do the combo again) (2 cards)

Step 4:Cast Compelling Argument. Target Player sends top 5 cards of library into graveyard (5 cards)

Step 5:Cast Fraying Sanity. At the beginning of each end step enchanted player puts X cards into graveyard, where x is number of cards put into graveyard that turn. If you followed the previous steps the total amount of cards sent to graveyard was 13 cards, so they would discard another 13 cards for a grand total of 26 cards sent to graveyard.

Ipnu Rivulet could be used to send 4 of their library cards to graveyard if you wished. Which would proc Fraying Sanity for a grand total of 8 cards, just with ipnu and fraying sanity.

Scavenger Grounds is included to exile the graveyards in case they like to eternalize or cast from graveyard. I have the other cards in the deck in order to draw, get some energy in case I need it, keep opponent from countering my stuff/wiping board/putting creatures on board.

Updates Add

Have made a few changes, Splashed red for a few more options to better deal with aggro early game. Noticed I had way too many spell counters which I didn't use cause of type (noncreature). So I have split it up and taken creature counter and non creature. Hopefully the rest of my changes will improve this build.
