My first EDH build. Thanks to mahdik for the help.

This deck has three primary Win Conditions and a couple more Support Tactics listed in no order:

WIN - Niv-Mizzet

If things go “as planned”, we’ll draw a lot of cards. The Parun will deal plenty of damage when he’s on the field. Card draw will get us to him faster, or we can tutor for the card with Vedalken AEthermage.

Most of the draw spells are one or two mana, and there are a few card draw permanents. This includes Curiosity and, although this is a potential infinite combo with Niv-Mizzet, Parun, the card is best used on other creatures.

Since there are plenty of recursion options in the deck where Instant and Sorcery cards are concerned, only two cards, Library of Leng and Reliquary Tower, are included to modify our hand size.

WIN - Damage All Players

With Thermo-Alchemist, Guttersnipe and Electrostatic Field (The Three), all that Instant and Sorcery casting to (hopefully) draw cards will give our opponents little hits here and there. This is where we’ll try to put the Curiosity. We hope to work them all down to just under our life total – then play the world damaging spells.

Flame Rift and Mind Bomb both damage all players. Fiery Confluence, like The Three, damages all opponents. These three spells are all hot for copying. A flipped Primal Wellspring, Expansion / Explosion, Narset's Reversal, Naru Meha, Master Wizard, and Ral, Storm Conduit in any combination spells doom for all your opponents.

WIN - Wizard tribal with triggers on Instant and Sorcery cards.

If all else fails, we can fall back to a good old Wizard creature deck. Kasmina, Enigmatic Mentor and Goblin Wizardry will get us a bunch of Wizard Tokens. Wee Dragonauts will pump when all those Instant and Sorcery spells are cast. Of course, this is where our Commander Adeliz, the Cinder Wind, comes in. The triggered Lord ability is a must when we have to fall back to this tactic, thus it must be available at a moment’s notice – which is why Adeliz, the Cinder Wind is the Commander.

Other than Naru Meha, Master Wizard, Archaeomancer and Portal Mage, the Wizards aren’t the ETB kind. They’re utility, but a few of them offer themselves for tribal attacks. Dreadhorde Arcanist lets us play Instant and Sorcery cards from the graveyard when it attacks. Wee Dragonauts pump along with our Commander, and even Naru Meha, Master Wizard Lords all other Wizards we control.

Support Tactics – Saheeli of the Rocks

Four of the “best” mana rocks are included: Sol Ring, Mana Crypt, Worn Powerstone, and Grim Monolith. These are for anything (of course), but they’re most important for our X-cost spells: Recall, Expansion / Explosion, Electrodominance, and Jaya's Immolating Inferno. Enter Saheeli, Sublime Artificer to generate a Servo token we can change into another rock. It’s a great way to avoid the Monolith tax, not to mention it gives us blockers.

Support Tactics – Counters

Karn's Bastion, Contentious Plan, and Flux Channeler help out support strategies with Proliferate that rely on Counters. Mizzix of the Izmagnus, all the Planeswalkers, Primal Amulet  , and Firemind's Research all benefit from the bonus. Clockspinning isn’t a Proliferate card, but it can add a Counter. Most importantly, it can REMOVE a Counter… from your opponent’s Planeswalkers (wink wink).

Support Tactics - Recursion

Since we’re hopefully casting a bunch of spells, getting them back would be nice. Elixir of Immortality does this and gives us 5 Life. Izzet Chemister not only does this, but gives us a great discount. Dreadhorde Arcanist we already mentioned. Recall gets us ANY card(s). There’s Relearn that just gets us an Instant or Sorcery from the graveyard. The Jaya Ballard ultimate is amazing for recasting your spells, and it’s reasonable to pull that off quickly.

Support Tactics – Discount Gas

There are more than a few Instant and Sorcery cards that cost a bit more than any proper Izzet League magician is willing to pay. Whether or not we have rocks available, the discount Goblin Electromancer, Baral, Chief of Compliance, the aforementioned Primal Amulet  , and Mizzix of the Izmagnus give is priceless.

Finally...

There are the little helper spells like Cyclonic Rift, Mizzium Mortars, Mizzium Skin, Shenanigans, and Drain Power.

We end with Magus of the Future. Casting down your library is most efficient and fun. Combine their ability with Soothsaying to avoid cards we can’t cast at the moment.
